Biography:

Brian Roe is the Van Buren Professor in the Department of Agricultural, Environmental and Development Economics at Ohio State University. Roe attended the University of Wisconsin – Madison where he received a bachelor’s degree in Agricultural Economics and was named as part of the 1990 Truman Scholar class. Roe went on to receive a Ph.D. in Agricultural and Resource Economics at the University of Maryland. Prior to his employment at Ohio State, Roe worked on policy issues surrounding food safety and health information disclosure as a Staff Fellow at the US Food and Drug Administration in Washington, DC.

Since arriving at Ohio State in 1998, Roe has worked broadly in the areas of agricultural and environmental economics focusing on issues including agricultural marketing, information policy, behavioral economics and product quality. He was recently named as a fellow of the Agricultural and Applied Economics Association and has previously served as an editor for the Association's flagship journal, the American Journal of Agricultural Economics. He has also served as the faculty leader of his department’s undergraduate program. He currently leads the Ohio State Food Waste Collaborative, a collection of researchers, practitioners, and students working together to promote the reduction and redirection of food waste as an integral part of a healthy and sustainable food system, and co-leads the RECIPES Network, a National Science Foundation Sustainable Regional System's Research Network focused on increasing food system sustainability, resilience and equity by addressing the issue of food waste. In addition to research on food waste, his other recent research includes a USDA funded project focused on local foods and school lunch programs and participation in an NSF-funded multidisciplinary team seeking to understand human-ecosystem feedbacks in the Western Lake Erie basin, including understanding how farms and agribusinesses respond to voluntary environmental programs and how Ohio residents respond to different options to manage Lake Erie water quality.

U.S. Consumer Perceptions of What Considerations 3 Should Determine if Foods are Labeled ‘Healthy’

One goal of the U.S. Food and Drug Administration’s Foods and Veterinary Medicine Program’s 13 Strategic Plan for 2016-2025 is to foster an environment to promote healthy food choices. Claims 14 appearing on food labels represent one aspect of this environment. The FDA has requested 15 interested parties to provide information about consumer understanding of the term “healthy,” an 16 implied nutrient content claim of great interest among consumers and food manufacturers. The 17 purpose of this study is to provide contemporary insights about U.S. consumer attitudes toward 18 regulating the term ‘healthy’ on food labels and consumer opinions about what considerations 19 should determine if foods are labeled ‘healthy.’ We analyze responses by 525 U.S. consumers to 20 an October 2016 online survey whose responses are weighted by income, age and race to be 21 representative of the contemporary U.S. population. We find 73% of respondents agree that the term 22 ‘healthy’ should be regulated by the Federal Government. Respondents’ most highly rated criteria 23 for determining ‘healthy’ foods include whether foods are free of GMOs, contain no artificial 24 ingredients, contain no trans-fat, are high in vitamins and low in saturated fats. No trans-fat was 25 rated statistically more important than low in saturated fat, while low in saturated fat was rated as 26 statistically more important than any of the following: low in all types of fat, low in sugar and low 27 in sodium.

The Bexley Health and Wellness Committee, in cooperation with researchers from Ohio State University and with guidance and assistance from Bexley District administrative and foodservice officials, devised and administered an online survey of households with children attending Bexley elementary and middle schools. The survey gathered perceptions of Bexley plate lunch offerings, descriptions of how household decisions are made about children’s lunch options and reactions to possible changes to plate lunch offerings. This document provides an executive summary of the survey findings.

Little is known about how farmers buy and sell used farm machinery and equipment (FME), particularly for topics such as internet transactions of used FME or farmer opinions of key players in used FME markets such as dealers or auctioneers. Understanding these issues is critical for several reasons. First, used FME is crucial asset on many farms throughout the U.S.. Second, the quality of used FME is highly variable and difficult for buyers to assess in many sales formats. Third, given increasing rural internet availability and decreasing numbers of auctions and dealers, more information about the experiences of those using internet-based venues is important to determine the potential desirability of internet markets for used FME.

To fill this informational void, we asked more than 5,200 U.S. farmers about used FME markets during early 2010. More than 2,500 (48%) responded and gave us information about recent used FME transactions, ratings of different ways to buy and sell used FME and attitudes and opinions regarding local FME dealers and used FME auction venues.
