Retail Market Analysis - Central Business Districts

Central Business Districts:  Measures of Success program started in early 2009.  This program provides communities the opportunity to have their retail market evaluated and offered proven strategies for downtown development.

There are several steps to the program:

  1. Develop a baseline based on retail market data for the community.
  2. Determine the potential retail sales of the community as a measure of relative success for the community.
    2.a.  Regression Analysis is used to estimate potential retail sales of the community. Potential sales are then compared to the baseline to obtain a measure of success for the community.
    2. b.  Compare community profile to communities identified as being of a similar type.
  3. Strategies are developed through an interactive community process.
    3.a.  Interviews with key leaders within the community to determine what policies and organizations currently exist.
    3.b.  Using the Measures of Success checklist to make recommendations of actions, policies and organizations that could be implemented to improve the central business district.
