STATE-LEVEL Policy-makers, state-level agencies, educators, researchers, statewide nonprofits, can use these tools in addition to the Growth and Change report:

   

  Develop land use law and policy.
  Address statewide planning and growth issues.
  Gain an understanding of statewide population growth and land use dynamics.

LOCAL-LEVEL  Local officials, city and regional  planners, economic development professionals, civic groups, concerned citizens, can use these tools in addition to the Growth and Change report:
