Len
Shabman became a Resident Scholar in the Energy and Natural Resources
division of Resources for the Future beginning July 2002. He also is
currently serving as the Arthur Maass-Gilbert White visiting scholar at
the Institute for Water Resources at Fort Belvoir. Prior to 2002 he was
on the faculty in the Department of Agricultural and Applied Economics
at Virginia Tech for 30 years and served as the Director of the
Virginia Water Resources Research Center from 1995 until 2002. He has
served as staff economist at the United States Water Resources Council
(October 1977-October 1978), Scientific Advisor to the Assistant
Secretary of Army, Civil Works August (1984- 1985) and Visiting Scholar
at the National Academy of Sciences National Research Council (2001).
He received his Ph.D. from Cornell University

"Meeting
Ohio's Water Resource Goals Through Effectively Addressing
Habitat, Hydrology and Nutrient Enrichment Problems."
Dr. Baker's
research interests focus on assessment of the impacts of agriculture on
water resources in streams, rivers, and lakes, as well as on evaluation
of the effectiveness of agricultural pollution abatement programs. He
has broad experience in the design of sampling programs, the
interpretation of water quality data, and the use of adaptive
management as a research tool for the study of large agroecosystems.
Dr. Baker provides numerous talks on water quality issues to diverse
groups. He played an important role in the formation of the Sandusky
River Watershed Coalition (www.riverwatershed.org) and
continues to be active in that organization. Although Dr. Baker retired
as the Director of the National Center for Water Quality Research in
1999, he continues publication and speaking activities associated with
the laboratory and serves as a resource person to students in the Water
Resources Program.

David Conover is
council to the National Commission on Energy Policy, and the founding
partner of Conover and Associates, a law firm specializing in
alternative energy projects, climate change policy, and environment and
infrastructure. Until April 4, 2006 Dave served as the Principal Deputy
Assistant Secretary for Policy and International Affairs at the
Department of Energy. In this capacity, Mr. Conover represented the
Administration in international energy and climate change negotiations
and advised the Secretary of Energy on domestic policy issues,
particularly related to energy security and climate change.

"Energy Options Relevant to Ohio"
Leon Clarke is a Senior Research
Economist at the Joint Global Change Research Institute. Dr.
Clarke's main research areas are the economics of technological
change, environmental economics, and R&D strategy. Prior to joining
the Joint Global Change Research Institute, Dr. Clarke worked for a
number of private and public institutions assessing the technology
of utilities and energy efficiency programs.

"State Greenhouse Gas Policy Options for
Ohio."
Judi Greenwald is the Director of Innovative Solutions at
Pew Center on Climate Change, focusing on business solutions, state and
regional solutions, and technological innovation. She has served
as a senior advisor on the White House Climate Change Task Force. As a
member of the professional staff of the U.S. Congress Energy and
Commerce Committee, she worked on the 1990 Clean Air Act Amendments,
the 1992 Energy Policy Act, and a number of other energy and
environmental statutes.

Luncheon Keynote Address: Robert Stavins (Albert
Pratt Professor of Business and Government, Kennedy School of
Government, Harvard University)
"Innovative Economic Instruments & Policies
for Improving the Environment"
Robert N. Stavins is Albert Pratt Professor
of Business and Government, Chairman of the Environment and Natural
Resources Faculty Group, and Director of the Environmental Economics
Program at Harvard University. He is a University Fellow of Resources
for the Future, former Chair of the U.S. Environmental Protection
Agency's Environmental Economics Advisory Board, and a member of the
editorial councils of scholarly periodicals. His research has examined
diverse areas of environmental economics and policy and has appeared in
a variety of economics, law, and policy journals, plus several books.
Stavins directed Project 88, a bipartisan effort co-chaired by former
Senator Timothy Wirth and the late Senator John Heinz, to develop
innovative approaches to environmental problems. He has been a
consultant to government agencies, international organizations,
corporations, and advocacy groups. He holds a BA in philosophy from
Northwestern University, an MS in agricultural economics from Cornell,
and a PhD in economics from Harvard.

Relationships: Fostering Innovation and Stewardship with Accountability"
Mr. Allen has served at EPA since 1978, where he has held a
variety of positions, principally in the Policy Office. He was
Director of the Office of Strategic Planning and Environmental
Data from 1992 to 1998. He has also been Senior Policy Advisor
to the Assistant Administrator for Policy, Planning and
Evaluation, Deputy Director of the Science, Economics and
Statistics Division and the Regulatory Integration Division,
Associate Director of the Office of Policy Analysis, Acting
Director of the Energy Policy Division, Chief of the Energy
Development Branch, and Staff Director of the Interagency
Resource Conservation Committee. In the course of these
assignments he has been involved in a wide range of
environmental, management and communications issues for the
agency. Before coming to EPA, Mr. Allen worked on the staff of
the Secretary of Labor, at the Federal Energy Administration, at
the Cost of Living Council and as a VISTA Volunteer with the
City of New York Department of Correction. He earned his B.A.
with Honors at Yale University in 1969 and his M.B.A. at the
Harvard Business School in 1973. In the summer of 1998 he
participated in the Program for Senior Managers in Government at
the Harvard University Kennedy School of Government.
